Jeff Lay

A former USN F-14 Tomcat and USANG F-16 Viper pilot, Jeff Lay is currently the President of Stavatti Aerospace and Talon Eight Global Wealth Management, a managed futures fund. Prior to founding Talon Eight and joining Stavatti, Jeff was a Vice President with Neuberger Berman Wealth Management, a division of Lehman Brothers.

Jeff graduated from the U.S. Naval Academy in 1987 with a B.S. in Mathematics. Graduating 1st in Primary /Intermediate Flight Training in 1987/1988 and Selected ahead of peers as Undergraduate Flight Instructor in 1989, Jeff was instructor of the quarter in 1991. Graduating 1st in his class for F-14 Flight Training in 1993, Jeff was chosen ahead of peers for the Navy Fighter Weapons School in 1994 and ahead of peers as F-14 Flight Instructor in 1996. A 1994 graduate of the Navy Fighter Weapons school; a.k.a. “Top Gun” at NAS Miramar, Jeff flew F-14s for the Navy for over a decade, achieving the rank of Lieutenant Commander, Director of Operations, Fighter Squadron 103 based in Virginia Beach, VA. As an F-14 flight instructor and long range planner for domestic and international air combat operations, his primary focus was executing a $10M annual budget related to worldwide deployment readiness of 40 plus assigned fighter aircrew members.

Jeff then served his country as an F-16 fighter pilot with the U.S. Air Force for over five years, achieving the rank of Lieutenant Colonel, Director of Training, Simulation & Technology, Ohio Air National Guard, 178th Fighter Wing, Springfield, Ohio. He worked as an F-16 flight instructor for 100 plus assigned aircrew at the Ohio Air National Guard fighter wing. His primary focus was securing permanent procurement funding for cutting edge technologies related to a state-of-the art $10M mission operations center and a $10M simulation/training center.

His executive level experience ranges across a full spectrum of financial services and investment banking disciplines. He specialized in managing wealth for ultra high net worth clients, corporations, endowments, and nonprofits using hedge fund trading commodities, currencies, and other leveraged financial instruments. He has expertise in strategic and tactical asset allocation using highly non-correlated investment classes. He emphasizes capital preservation and tax efficient wealth transfer. Jeff was a director at the Chartered Market Technician Institute (CMTi) and a director of the Sensor Fusion Asset Management.

Jeff has over 3,500 flight hours, including 2,500 hours in F-14A/B/Ds and F-16C/Ds and 1,700 hours as an Instructor. Jeff has 125 Combat Hours and has flown 47 Combat Sorties.

Jeff enjoys golf, aviation, spending time with his family, and exploring cutting edge technology. He created the Children of Aviation Foundation and is a member of the U.S. Naval Academy Alumni Association and servers on the Board of Directors for the Market Technicians Association. Jeff is also the author of the book "Top Gun on Wall Stree: Why the United States Military Should Run Corporate America" with Patrick Robinson.
