On 30 April 2025 Stavatti Aerospace submitted a response to the US Navy Request For Information (RFI) for Undergraduate Jet Training System (UJTS) Fielding: Serial Number 25-0001/UJTS. The response to the solicitation was submitted to Thomas Conrow, Procurement Contracting Officer, Department of the Navy Program Executive Office, PMA-273 Naval Air Systems Command, Patuxent River, MD 20670. Confirmation of the receipt of the Stavatti submission by the Navy was issued by NAVAIR Procurement Group, V22 on May 1st.
Stavatti presented the SM-31T Stiletto as our UJTS solution. The SM-31T can serve as a UJTS and a successor to the T-45 providing intermediate and advanced air training for undergraduate United States Navy (USN) and United States Marine Corps (USMC) jet aviators and flight officers. The Stavatti SM-31T solution will include the delivery of 145 SM-31T aircraft, a four-tier Ground Based Training and Simulation (GBTS) solution and full spectrum on-site logistical support at Government facilities. Proposed deliveries of the SM-31T for UJTS will begin in 2029 with completion in 2034.
The SM-31 is a single engine, single seat (SM-31S) fighter or two seat (SM-31T) trainer intended to serve as a successor to allied air force F-5/T-38/T-45 aircraft. The SM-31 Stiletto will address anticipated future needs of both the United States, NATO and Allied Air Forces. Powered by a single enhanced performance F125 afterburning turbofan, the SM-31 features distinct low-observable styling, planform alignment, a thrust vectoring nozzle and a V-tail. With a Power-By-Wire (PBW) flight control system, the SM-31 will be benefit from aluminum lithium honeycomb sandwich construction as well as AESA radar, a comprehensive ECM/EW self protection suite, an internally mounted 20mm cannon or directed energy weapon and has both an internal weapons bay to carry two AIM-9X class AAMs as well as up to six external stores hardpoints to carry up to 7,600 lbs of combined internal and external ordnance.
Addressing a potential need to replace 145 to 221 USN T-45A/C Goshawks on a one-for-one basis, the SM-31T will be produced at a Stavatti aircraft manufacturing plant in the USA in full compliance with the Buy America Act being 100% “Made in the USA.” The first SM-31 prototype air vehicle will be produced at our Niagara Falls prototype development center located at 9400 Porter Road, Niagara Falls, NY 14304. Initial production EMD aircraft as well as Low Rate Initial Production (LRIP) aircraft may also be produced at our 9400 Porter Road facility. Stavatti has released a site selection Request for Information to identify potential locations at which to establish a new-build production facility to support the Full Rate Production of the SM-31.
